How the Privacy and Surveillance Score Is Calculated

The overall score is a weighted average across six indicators. Nomadino calculates: Privacy and surveillance score = state surveillance × 0.30 + internet censorship × 0.20 + internet freedom × 0.20 + data protection laws × 0.15 + VPN access × 0.10 + cybercrime risk × 0.05.

State surveillance: 30%
Internet censorship: 20%
Internet freedom: 20%
Data protection laws: 15%
VPN access: 10%
Cybercrime risk: 5%

State surveillance receives the highest weight because this ranking is mainly about how strongly a state can monitor communications, identity, movement patterns and digital activity. Internet censorship and internet freedom are both weighted strongly because they directly show whether information, political content, media and communication services remain openly accessible. Data protection laws matter, but are weighted slightly lower because laws alone do not guarantee effective oversight or enforcement. VPN access is a practical freedom indicator, but it partly overlaps with censorship and internet freedom. Cybercrime risk remains included, but receives a lower weight because it measures everyday digital safety more than state control or fundamental rights.
