Foreigner Ownership Rights

Composite score 0–100 measuring the degree to which foreign nationals can purchase residential or commercial property. Takes into account: whether freehold title is available (vs. leasehold-only), restrictions on land ownership by non-residents, minimum purchase thresholds, government approval requirements, restricted zones (coastal/border areas), and alien land laws. A score of 100 means any foreigner can buy any property type freely with no approval barriers. Countries near 0 either ban foreign ownership outright or offer only nominal legal rights (e.g. 30-year leaseholds). The UAE (90), Georgia (95), Panama (90) and most EU countries (90) are among the most open. Thailand bans land ownership for foreigners (condos only, score 35), Vietnam offers 50-year leaseholds (30), New Zealand has banned foreigners from existing residential property (20), and Liechtenstein has the notorious Lex Koller severely restricting foreign purchases (10).
