How the Raw Value Is Calculated

The raw value is gross public debt as a percentage of gross domestic product. Where possible, Nomadino uses the general-government perimeter: central government, regions, municipalities and social security funds, consolidated. Lower raw values are better.

Nomadino uses its maintained macroeconomic data base for the broad public-debt ratio and checks it against IMF indicator GGXWDG_NGDP for general-government gross debt. Where countries or territories are not cleanly covered as separate IMF series, maintained replacements use the existing macro data base, administering states, regional comparators and public budget data.

The World Bank central-government debt series is used only as a comparator and plausibility source because its scope is narrower and does not always include regional governments, local governments or social security funds. In federal countries it can therefore be lower than a general-government debt ratio.

The score is not calculated linearly from the raw value. Very low debt ratios receive high scores; from about 60% of GDP the score declines more visibly, from 100% sharply and above 150% to 200% very strongly. This avoids treating a moderate debt load like an extreme sustainability burden.

A low public-debt ratio does not automatically mean a strong country. Growth, interest rates, monetary sovereignty, reserves, current-account balance, inflation, institutions and crisis context remain separate or neighbouring indicators. This indicator measures only visible debt pressure relative to economic output.
