How the Raw Value Is Calculated

The raw value is the estimated share of the resident population covered by public, mandatory or primary substitute health insurance or health protection. It is shown as a percentage; higher is better. The score equals the raw value.

The indicator counts sustainable basic protection for residents: statutory health insurance, tax-funded national health services, mandatory social insurance, recognised mandatory insurance or primary substitute private coverage. It excludes supplementary insurance, travel insurance, isolated employer benefits without broad population effect and merely theoretical entitlements that are not realistically usable.

The calculation combines three components: 85% direct coverage values, 10% system-type and plausibility checks, and 5% data-gap, territory and crisis checks. Direct coverage values have priority because this indicator is meant to show a percentage rate, not a general health index.

The main anchors are ILO social-protection data and affiliation with publicly mandated health-care programmes. WHO universal-health-coverage data, WHO health expenditure, World Bank service-coverage and out-of-pocket series, MISSOC, the European Observatory and national rules are used for plausibility checks and countries without complete standalone series.

For small or dependent territories, Nomadino uses maintained replacement values derived from administering state, local autonomy, actual care provision, resident status and plausible comparator countries. Formal full coverage can be limited where war, state collapse, sanctions, administrative failure or missing enforcement strongly reduce practical protection.

This indicator measures only the coverage rate. It does not automatically rate care quality, benefit scope, waiting times, co-payments, specialist costs, doctor density, hospital beds or special access for foreigners; these topics remain separate indicators.
