The kidnapping risk indicator assesses how strongly Ukraine is exposed to kidnapping, abduction, hostage-taking, forced disappearance and kidnapping-related extortion. The raw value is 48 risk points. This results in a Nomadino score of 52/100 and rank 195 of 229.
What the Raw Value Measures
The raw value is a risk index from 0 to 100. It is not a pure police-recorded case count because kidnapping is defined, reported and recorded differently across countries. It considers documented events, conflict and terrorism context, organised crime, extortion risk, state enforcement capacity and regional warning signals.
The score is derived directly from the raw value: score = 100 minus raw value. A lower raw value therefore improves the ranking.
Context for Daily Life and Stays
The risk is elevated. Stays should be planned with concrete local security information; travel into high-risk areas, solo movement and visible wealth signals are especially sensitive.
For travellers, expats and relocation decisions, this indicator should be read separately from general crime. A country can have visible petty crime or a high homicide burden without a high kidnapping risk. Conversely, remote border areas, conflict zones, criminal transit corridors or politically motivated hostage-taking can create a specific risk even when daily life in major cities feels much calmer.
Methodology and Data Basis
Nomadino combines direct kidnapping and abduction risk with official crime and violence proxies, organised crime, conflict and terrorism context, rule of law, police performance and state enforcement capacity. For territories without full separate data coverage, harmonised fallbacks use the administering state, regional context and local safety indicators.
