How the Raw Value Is Calculated

The raw value is public education expenditure as a percentage of GDP. It shows what share of economic output the state invests in schools, universities and other public education functions.

The main source is World Bank series SE.XPD.TOTL.GD.ZS, based on UNESCO Institute for Statistics data. Nomadino uses the latest non-empty value for each country because budget and education statistics are not published in the same year everywhere.

The rating uses an adequate investment anchor: 0% of GDP receives 0 points, while 6% of GDP or more receives 100 points. Between those anchors, the rating rises linearly.

Values above 6% are not rewarded further. This prevents very high spending shares from automatically being treated as better, because efficiency, demographics, salaries, cost structure and learning outcomes can differ strongly.

For countries and territories without a current separate series, Nomadino uses maintained replacement values based on UNESCO/World Bank data, public-budget context, the administering state and regional comparators.
