How the Raw Value Is Calculated

The raw value is an internationally comparable learning-outcome score. For directly covered countries, Nomadino primarily uses PISA results, the OECD assessment of mathematics, reading and science.

Where possible, Nomadino uses the average across the three core domains. If a country does not participate in PISA or lacks a complete current PISA value, replacements are derived from World Bank human-capital data, harmonized learning outcomes, regional comparators and existing education indicators.

The rating uses fixed substantive anchors rather than relative rank scaling: 300 points or less receive 0 rating points, while 550 points or more receive 100 rating points. Between those anchors, the rating rises linearly.

This scale separates simple school attendance from actual learning quality. A country with long education duration can therefore still score lower if measured competencies are weak.

This indicator rates learning outcomes, not education funding, tertiary access or literacy. Those areas remain separate indicators so countries are not rewarded or penalized twice for the same education dimension.
