How the Raw Value Is Calculated

The raw value is the estimated monthly household cost in US dollars for 15 cubic metres of piped water plus sewage or wastewater charges. It represents an ordinary recurring household bill, not bottled water, hotel prices or one-off connection fees.

Volumetric water charges, sewage and wastewater charges, recurring fixed charges, mandatory environmental or drainage fees and ordinary taxes are included where they are part of the regular bill. Where block tariffs exist, a typical household use of 15 cubic metres per month is used as the comparison quantity.

The main anchor is the IBNET tariff database for water and sanitation utilities. National water regulators, municipal utilities, provider tariff sheets and official fee schedules are used as current plausibility sources. World Bank exchange rates are used to convert local tariff observations into US dollars.

WHO/UNICEF WASH data is used only to check the water-service and wastewater context. It does not replace a price value: tap-water safety, safely managed sanitation and general water access remain separate indicators.

For countries and territories without direct, current and comparable tariff coverage, Nomadino uses maintained replacement values. These are checked against existing Nomadino cost data, the administering state, regional utility prices, island and water-scarcity context, wastewater structure and comparable neighbouring countries.

Tap-water safety, taste, hardness, supply interruptions, bottled water, private wells, hotel and short-term rentals, waste fees, electricity, heating, internet and one-off connection or development fees are not included.

The rating uses a fixed cost-anchor scale based on the visible monthly value. Up to about USD 5 per month, water and sewage are treated as very cheap and remain clearly in the upper rating range. Between USD 10 and USD 30, the scale differentiates more strongly because recurring utility costs become noticeable. From about USD 50 per month, the rating drops sharply because water and sewage then become a relevant cost block.
