How the Raw Value Is Calculated

The raw value is a Nomadino data-protection index from 0 to 100 data-protection points. 100 means a very strong, enforceable and institutionally supported data-protection regime; low values indicate missing or weak laws, broad exceptions, limited enforcement or few effective remedies.

The calculation combines six components: 25% legal coverage and status, 20% substantive privacy rights and principles, 20% independent oversight and enforcement, 15% international interoperability such as GDPR proximity, adequacy and transfer rules, 10% practical accountability duties, and 10% safeguards against broad exceptions and weak remedies. The score equals the raw value; higher is better.

The public source families are UNCTAD Data Protection and Privacy Legislation Worldwide, DLA Piper Data Protection Laws of the World, European Commission adequacy decisions, EDPB and data-protection-authority structures, OECD Privacy Guidelines, and the Council of Europe Convention 108/108+. Nomadino harmonises these signals with maintained indicators for rule of law, government effectiveness, corruption, democracy, internet freedom, state surveillance and political stability.

The indicator does not simply reward the existence of any privacy law. It asks whether people can practically use access, erasure, correction, objection, purpose limitation, data minimisation, security duties and complaint mechanisms, and whether companies and public authorities are checked by independent oversight.

Ceilings apply where comprehensive-looking laws are weakened in practice by national-security exceptions, weak courts, politicised oversight, hard surveillance or missing remedies. Small territories and low-data countries use harmonised fallbacks based on administering state, local legal context, regional comparators and administrative influence.
