How the Raw Value Is Calculated

The raw value is public social expenditure as a percentage of GDP. It covers social protection, pensions, health, family benefits, unemployment, housing and other public social-security spending where comparable sources classify them as social expenditure.

The main source families are OECD SOCX, the ILO World Social Protection Database, World Bank ASPIRE and national budget or social-protection reports. Territories without direct coverage use Nomadino replacements based on administering state, regional comparators and existing social-protection indicators.

The rating is calculated linearly: 0% of GDP scores 0, while 30% or more scores 100. Very high expenditure is capped so that spending volume alone does not decide the ranking.

The indicator rates the visible public funding breadth of social protection. Efficiency, targeting, poverty, inequality and social cohesion remain separate indicators.
